Take old gutters (I recommend painting them in BRIGHT colors, but that's just me), attach to the fence and plant away. If you put them on a slight slant the rain will flow down through them!

A great way to contain a garden in a small space is to plant it in a pallet! Its super cheap and looks quite lovely if you ask me! I have this in my own yard as I have small amount of space to get my green on, and I have painted mine an intense purple. They look awesome!
